No, you have to declare a card that's in your Deck, or else it's an illegal activation. You have to be able to do all mandatory parts of an effect at activation, so if the card isn't in your deck, you can't declare it. You couldn't activate Crossout Designator and declare the card, since at the time of activation, it isn't in the Deck, so it would be an illegal activation if you declared a card not in your Deck. You don't confirm that the card isn't in the deck anymore, and you can't reveal Private Knowledge unless a card tells you to do so. You declare the card, and if it's not in your deck when it resolves, then it doesn't negate.
